Federal District Courts would be empowered to issue directives s uspendtnq state statutes or regulations which permit or perpetuate d i scrfmina tion and to direct the appropriate state authority to adopt objective criteria for jury selection and maintain adequate records so that a determination relative to state jury practices can b made.
