Description UTAH PRESS ASSOCIATION scene for more than half-a-century is the Hilltop Times, which is designed to serve both military and civilian readers involved with Hill Air Force Base. It began in 1944, during World War Two, when the base was one of the nation's key combat aircraft centers. Editorial material was then, and is now, provided by Air Force personnel. Its circulation, currently 18,500, embraces those assigned at HAFB or non-military men and women employed there and military personnel who reside in any of several adjacent civilian communities scattered from Salt Lake City to Ogden. Or, for that matter, even further north and south, for commuter traffic to and from the base is quite heavy. The publication is awarded to a contractor, who is responsible for the sale of advertising and production and distribution of the newspaper. For many years, beginning in the early 1950s, the Times was produced by Lloyd Anderson at his Inland Printing Company in Kaysville. In 1967 he sold the newspaper contract to William Mulvay, a Salt Lake City area food retailer, and Charles Halford, a television artist. They were subsequently granted the contract by the Air Force as a duo until Halford's death, after which Mulvay became the sole publisher, a role he continues to occupy today. 132
