Nec obftat, quod, dum unaquaque urbs libi contulit, rcliquisque invidet , fæpius inter fe difcordent , & tempus Clll putando confumant. Nam , li , dum Romani deliberant , perit Saguntinis, dum contra pauci ex folo fuo affectu omnia decernunt , petit libcrtas , communeque bonum, funt namque humana ingenia hebetiora , quam ut omnia (tatim penetrare pollint , fed confulendo , audiendo , & difputando acuuntur , & , dum omnia tentant media , ea, quae volunt, tandem inveniunt , quæ omnes probant , & de quibus nemo antea cogitallet. Subitä itaque ejufdem Reipublicæ everfio non ex eo orta efl , quod tempus in deliberationibus inutiliter confumeretur , fed ex deformi eiufdem imperii ftatu , & paucitate tegentium. 5. X V.
