Show <pn 073> LIBER IV. rebus Cæsar certior facus, & infirmitatem Gallorum veritus, quod I sunt in consiliis capiendis mobiles, & novis plerumque rebus student, nihil his committendum existimavit. Est autem hoc Gallicæ consuetudinis, vt & viatores etiam invitos consistere cogant: & quod quisque eorum de qua- <N=5>que re audierit aut cognoverit, quærant, & mercatores in oppidis vulgus circumsistat, quibus ex regionibus veniant, quasque res ibi cognoverint, pronuntiare cogant: his rumoribus atque auditionibus permoti de summis sæpe rebus consilia ineunt: quorum eos e vestigio pœnitere necesse est, a quum incertis rumoribus serviant, & plerique ad voluntatem eorum ficta <N=VI.>respondeant. Qua consuetudine cognita Cæsar, ne graviori bello oc- curreret, maturius quam consueverat, ad exercitum proficiscitur. Eo quum venisset, ea quæ fieri suspicatus erat, facta cognovit: missas lega- tiones a nonnullis civitatibus ad Germanos, invitatosque eos vti ab Rhe- no discederent, omniaque quæ postulassent, ab se fore parata. Qua spe <N=15>adducti Germani latius jam vagabantur, & 2 in fines Eburonum & Con- drusorum, qui sunt Trevirorum clientes, pervenerant. Principibus Galliæ evocatis Cæsar, ea quæ cognoverat, dissimulanda sibi existimavit: eorum- que animis permulsis & confirmatis, equitatuque imperato, bellum cum <N=VII.>Germanis gerere constituit. Re frumentaria comparata, equitibusque <N=20>delectis, iter in ea loca facere cœpit, quibus in locis Germanos esse au- diebat: a quibus quum paucorum dierum iter abesset, legati ab iis ve- nerunt, quorum hæc fuit oratio: Germanos neque priores populo R. bellum inferre, neque tamen recusare, si lacessantur, quin armis conten- dant: quod Germanorum consuetudo hæc sit a majoribus tradita, qui- <N=25>cumque bellum inferant, resistere, neque deprecari : hoc tamen dicere, venisse in vitos, ejectos domo: si suam gratiam Romani velint, posse eis- vtiles esse amicos: vel sibi agros attribuant, vel patiantur eos tenere, quos armis possederint: sese vnis Suevis concedere, 3 quibus ne dii quidem im- mortales pares esse possint: reliquum quidem in terris esse neminem, <N=VIII.>quem non superare possint.
