Show LWVSL STUDIES ISSUES OF WASATCH CANYONS PRELIMINARY PLAN As a local League, LWVSL chose to study the Wasatch Canyons Preliminary Master Plan 1989-2009 this summer and fall and to take positions on canyon issues following study, discussion, member consensus and evaluation of that consensus by the Board of the Salt Lake League. The Salt Lake League has studied seven specific issues which are dealt with in the preliminary plan and have developed the following corresponding consensus: 1 . Should vehicular traffic In the Cottonwood Canyons be reduced and, If so, how? Consensus: The League has long supported mass transit and this applied to canyons. All members agreed that we need an increase of mass transit alternatives, especially at rush time and in summer. Several incentives to encourage people to car pool or park and ride where approved. Most often mentioned were parking fees at ski areas, vehicle tolls at canyon entrances and annual parking fees, with fee revenues to be used to improve mass transit. 2 . Do we favor expansion of man-made skiing facllltles beyond the present U.S. Forest Service boundaries? Consensus: We believe that, at the present time, man-made skiing facilities should not expand beyond the U.S. Forest Service boundaries because of traffic problems in the canyons and the need to protect natural amenities for future generations. It was recognized that ski areas have not yet reached their potential for expansion with present boundaries. 3. Should alpine skiing operations tended Into White Pine Canyon? be ex- Consensus: Alpine skiing operations should not be extended into White Pine Canyon in Little Cottonwood Canyon. The need for expansion has not been demonstrated. Expansion would require clearing new areas, building roads and structures and creating litter. 4. Should there be a chair 11ft system connecting Park City with Big and Little Cottonwood Canyons? Salt Lake Voter - 4- Consensus: A chair lift system connecting Park City with the Cottonwoods does not seem practical or safe. Several members recommended consideration of an enclosed lift or tram. 5 . Should Salt Lake City stage the Olympics with nordlc track and alpine skiing events In the canyons? Consensus: A majority of members agreed to siting the Olympic Games in Salt Lake but on on several conditions. We would favor limiting the number of permanent structures in the canyons. We are very concerned about profitability and costs to taxpayers. Many members believe that no Olympic events should be held in the Cottonwood Canyons but should take advantage of less congested nearby areas~ 6 . Should more fees be charged for picnicking and camping In the canyons? Consensus: In general, we" approve _of fees Jor use. Mentioned were fees for group picnics and overnight or car camping. Some members favored increasing fees; some favored maintaining current levels. 7. Should an Intergovernmental organization be established to coordinate canyon pollcles, and If so, what type? Consensus: The Salt Lake League supports a formal but diverse group to coordinate canyon policies in the interests of all affected government and non-government enti ties. The study discussions were lively and many opinions were expressed that have not been summarized here. There was general agreement that this master planning process is exceptionally important to us and for future generations. We commend the efforts of the Salt Lake County Planning Division, Salt Lake County Public Works Department and Bear West Consultant Team and appreciate the time, effort, technical expertise and patience that has gone into the plan.
