Show LWV- UTAH COUNCIL & NATIONAL CON\TEJ'.ITION COMING UP SOON BRIEFING II Briefing on Optional Forms of County Government Wednesday, April 13, 1988 12: 15 pm St. Mark's Cathedral 231 E. 1st So. 1st Fl. Rec. Hall As you already know, Leag,.iers_ have choice of many meetings to attend! There are urutmeettngs, gen~ meetings, board meetings, and even super-mee~s. Two that fit into the last category are State Council ~? National Convention. This year LVW-U~ Council !s being held in Cedar City on Saturday, April 23rd .. It 1s something like our own 1ocal League Annual Meet1ng in that, budget, by-laws, program, and new officers are discussed, adopted, or elected, as the case may be. It is also a time that sharing information an? networking between local Le~~s ~akes place. This aspec~ of Council, as well as socializmg over m~als or late-rught snacks, is what makes it a great gathenng. Speakers: State Rep. Afton Bradshaw and Nancy Plant, Intergovernmental Relations Officer for Salt Lake County. Representative Afton Bradshaw will discuss her Bill, HB9 which, had it passed would have restored the rights of voters to select option~ forms of l?cal government. The subject may be reuitroduced m_the 198889 legislative session and we want to be well informed in order to lobby this issue. Mrs. Bradshaw and Nancy Plant will define and explain the complex reasons why this bill failed. Attorneys from the County Attorney's Offi~e and Legislative Research and General Counsels Off1ce and the State Attorney General·s Office have different perspectives on the effectiveness of the constitutional language, which on first reading would appear to insure the rights of citizens to select their own form of government. A legislative remedy is therefore needed. The state statute granting this provision was removed from state law less than 15 years after it was adopted. National Convention, held every other year, is an even larger gathering of League members with something happening every miute. Lo~al an? State ~eagues come together hereto influence and decideNati~nal b~dge~, program etc. It is really a mini-Con&ress in act1on w1th politicking galore. Delegates campaign, caucus, vote, celebrate and re-group. Many ideas are s~are? an~ friendships initiated. This year's conven~on 1s being held at the Radisson Hotel, June 11 - 15, i.n Denver and would be a good time to see and meet National Board members and like minded women and men from around the country. If you are interested in bringing up issues to be considered at the State or National level, or would like to be a delegate to either" super-meeting pl ease give Stephanie Loker a call at 277-3127(H) or 535-7115 (W). 11 , There is also potential for this legislation to alter the structure oft.axes relating to utilities, sales tax, property tax and evenincome tax. Confused? Try to attend the meeting to become familiar with an issue which directly affects you. The Salt Lake County LWV bas along-standing position in favor of optional forms of county government.
