Moynihan (D NY), the Chair of the Subcommi ttee on Family and Social Security of the Finance Committee has indicated that mark up of welfare reform legislatio n ~ay begin in late April or early May. Senator Moynihan, along with 56 cosponsor s, has introduce d S. 1511, the Family Security Act, which would replace the existing Aid to Families with Dependent Children program (AFDC). It is critical that members of the U.S. Senate know that the League of Women Voters has some serious concerns about a number of provision s in S. 1511. It is essential to build support among cosponsor s and members of the Finance Committee for strengthe ning the legislatio n. In order to build pressure on the Finance Committee and later, for full Senate action, we need you to contact your Senators to ensure that S. 1511 provides for genuine welfare reform. THE MESSAGE S. 1511 will only achieve true welfare reform if Senators: 1. Eliminate the waiver provision which would allow as many as ten states to do away with the basic programs that serve poor Americans ; 2. Guarantee a range of meaningfu l education , employmen t and job training opportun ities; 3. Provide child care for all participa nts in the job training program; 4. Ensure sufficien t transition al support services such as child care and extended Medicaid coverage to assist welfare recipient s as they move from welfare and into jobs. In addition, Senators must see that adeauate funding is provided and must hold the line against weakening amendments such as any that would eliminate or weaken tte :.:~1emplqyed Pa_rent provision .
