Show __2__ War Department, Office of the Chief of Engineers, Washington, December 1, 1903. Sir: I have the honor to submit herewith a report, dated January 22, 1903, by Capt. Edgar Jadwin, Corps of Engineers, on preliminary examination of Colorado River, Arizona and California, from Yuma to Mexican boundary line, ordered by the river and harbor act of June 13, 1902. In the opinion of Captain Jadwin, the division engineer, Lieut. Col. D. P. Heap, Corps of Engineers, and the Board of Engineers for Rivers and Harbors, which has reviewed this report, in pursuance of the provisions of sections 3 and 14 of the above-mentioned act, the locality is not worthy of improvement by the United States.
