__3__ Whereas, said Guillermo Andrade has conveyed to said Mexican Company certain rights to take waters from Volcano Lake, situated in said Lower California, Republic of Mexico, and rights of way from said Volcano Lake through the lands of said Andrade to the lands belonging to the said Mexican Company; and Whereas, the Company is engaged in the construction of a heading and canal for carrying water for purposes of irrigation from the Hanlon Landing, near the International line separating the State of California, U. S. A. from the Republic of Mexico, to the international line, and intends to construct and work a canal for the Mexican Company to connect with the said before mentioned canal, and extending in a generally southerly and thence westerly, and thence north westerly direction along the course of the Salton or Carter River to another point on the international line, and from thence the Company will construct and work, or cause to be constructed and worked, canals and channels from said International line for the purpose of selling and distributing water in California, U. S. A.; and the Mexican Company intends to improve and sell and convey its land in Lower California, Republic of Mexico to settlers and colonists and to sell and supply water for the purposes of irrigation to such purchasers and to owners or occupiers of land to which water may be conveyed by the Company's main canal and tributaries, and to sell water rights or the rights to be supplied with water for the irrigation of lands to such purchasers and land owners and occupiers, subject to an annual rental to be paid for the water so supplied; and Whereas, the Mexican Company intends to construct and work headings and canals for carrying water for the
