To His Excellency John Hay, etc., etc., etc. The following reply was sent by this Department to the Secretary of State: Department of Justice, Washington, D.C. December 13, 1901. The Secretary of State. Sir: I have the honor to acknowledge the receipt of your letter of December 5th, 1901, referring this Department to a letter of November 27th, 1901, from M. de Aspiroz, the Ambassador from the Republic of Mexico, to you, a copy of which letter was duly enclosed. It calls attention to the complaint of Mr. J. A. Owensby, that a company of Englishmen, called the "Imperial Canal System", are seeking to divert the waters of the Colorado River, within the Territory of Arizona, for irrigation, to the detriment of navigation upon such river in Arizona and Mexico, in contravention, as alleged, of Article V of the Boundary Treaty between the two Republics.
