Show -26- Anson Mills is commissioner, as appears from the follow-ing letter: Department of Justice, Washington, D. C. June 14, 1902. The Secretary of State. Sir: In connection with the investigation of the complaint against the Imperial Land System for improper diversion of the waters of the Colorado river for irrigation purposes at or near the place where said river is a boundary line between the United States and Mexico, I respectfully suggest that inasmuch as the International Water Boundary Commission, of which Gen. Anson Mills, of this city, is the commissioner, has in its employ several engineers of undoubted ability in hydrographical work, and that as the portion of said river under investigation is, to some extent, within the jurisdiction of said commission, it would be proper and a very great aid to this Department if some one of said engineers should be directed to cooperate with the officials of this Department in such investigation. If this suggestion meets with your approbation, I trust that, as speedily as possible, you will call it to the attention of General Mills, in order that arrangements may be made accordingly.
