Show -59- Department of Justice Washington, D. C, April 22, 1903. The Secretary of State. Sir: In connection with the investigation being made by this Department, upon your request, relative to the alleged encroachments of the Imperial Land Company upon the waters of the Colorado River near Yuma, Arizona, a report was made by W. W. Follett, Consulting Engineer of the International Water Boundary Commission, and furnished by you to this Department. In that report Engineer Follett suggested that his earlier observations of the river were during a high water stage and that it might be well to take observations of the stream at low water stage. I have been informally acquainted with the fact that he has now had an opportunity to observe the river at low stage and have the honor to request that you obtain from him, and furnish to me, a report embodying such later observations.
