Show -28- Department of State International (Water) Boundary Commission, United States and Mexico, Washington, D. C. August 12, 1902. The Honorable The Secretary of State. Sir: In compliance with instructions received in your letter of June 16, 1902, enclosing a letter from the Attorney General of June 14, 1902, and verbal instructions received from the First Assistant Secretary, I have the honor to enclose herewith a report of the Consulting Engineer of the U. S. section of the International (Water) Boundary Commission, on the Navigability of the Colorado River. Should the Department of Justice desire further investigations this Fall at the low stage of water as suggested in closing paragraph of Mr. Follett's report the same will be made promptly at the request of the Department.
