The Secretary of State. Sir: I have the honor to transmit herewith the report to the Attorney-General, bearing this date, of Mr. Marsden C. Burch, a special attorney of this Department, concerning the conditions of the Colorado River in California, Arizona and Mexico, with particular reference to the alleged diversion of water therefrom by the Imperial Land Company. This report to me and my transmittal thereof to you result as you are aware, from correspondence between the State Department and this Department initiated by your letter of October 19, 1901, enclosing for my information a copy of a letter from a certain Mr. J. A. Owensby. It has been suggested to me that because of the nature and bearings of the subject of this report, and because of the interest of various Departments of the Government in that subject, it may be desirable to print the report for the information and use of the Departments concerned.
