Show -3- Copy, C.E.S. Department of Justice Washington, D. C, The Attorney-General. Sir: Having been placed in charge of the matter of the complaints made by the Mexican Ambassador and one J. A. Owensby against the Imperial Land Company, of Los Angeles, California, charging said company with the diversion of waters from the Colorado river on the California side of the same just below the town of Yuma, Arizona, I have the honor to report the facts concerning the action thus far taken in the premises, with certain observations and conclusions I have reached relative thereto: On October 19, 1901, the Secretary of State addressed to this Department the following letter: Department of State Washington.
