Mr. Caldwell proceeded to Yuma, Arizona, and vicinity, and Los Angeles, California, and upon his return to the Department made the following report: Department of Justice, Washington, D. C. July 15, 1902. The Attorney General. Sir: In obedience to the instructions contained in your letter to me of April 4th, last, (M.C.B. 1414- 1900) directing me to proceed to southwestern Arizona, and, if deemed necessary, as far as Los Angeles, California, for the purposes of investigating the alleged threatened diversion of the waters of the Colorado River by private parties, I have the honor to report as follows: I went, first, to Yuma, Arizona, where I made investigation and inquiry looking to the acquisition of data on the following points: First, Diversion of waters of Colorado River for irrigation purposes.
