Washington , D.C. 20240 IN REPLY REFER TO: H34(2280) Dear Colleague: We need your help with the "Japanese Americans in World War II" National Historic Landmark Theme Study that Public Law 102-248 directed the Secretary ofthe Interior to prepare. The National Park Service, working with the National Conference of State Historic Preservation Officers and the Organization of American Historians, has prepared a draft of the study. The law also provided that the Secretary "shall consult with Japanese American citizens groups, scholars of Japanese American history, and historical preservationists." To fulfil that mandate and to ensure that the theme study be as accurate and comprehensive as possible, we are asking you to review the draft and send us any comments you may have. The current draft includes a historic context statement taken from the award-winning National Park Service study Confinement and Ethnicity. It also identifies the registration requirements that properties must meet in order to qualify for National Historic Landmark (NHL) designation or listing in the National Register of Historic Places. Public Law 102-248 listed 37 specific properties associated with Japanese American exclusion, relocation, and detention and with Japanese American service in the U.S. military. The draft study describes and evaluates each of these properties, including those that have already been recognized. The study also describes and evaluates an additional 25 properties identified in the course of working on the theme study. The draft study recommends that nine properties be considered for NHL designation and that 17 properties be evaluated for possible listing in the National Register.
