Show CHAPTER III. OFFICERS OF THE BOARD OF REGENTS. The Officers Enumerated. Section 1. The officers of the Board of Regents shall consist of a Chairman who must be a member of the Board, a Secretary, and a Treasurer. The Secretary shall be nominated by the President of the University. Mode and Time of Election. Section 2. The officers of the Board of Regents shall be elected by majority vote at the first regular meeting of the Board after the July 1st following the adjournment of the biennial session of the State Legislature, at which vacancies on the Board are filled. Duties of the Chairman. Section 3. The Chairman of the Board of Regents shall be the Executive officer of the Board; when present he shall preside at all Board Meetings; he shall sign all contracts made and all diplomas issued by the authority of the Board, and he shall appoint all the committees of the Board, except the executive committee. He shall hold office until his successor is chosen. Duties of the Secretary. Section 4. The Secretary shall attend all regular and special meetings of the Board. He shall be the financial accountant and the general business and purchasing agent of the University. He shall keep a complete inventory and valuation of all University property. He shall keep minutes of the proceedings of all Board and Executive Committee meetings and transmit copies of such records to the President and other executive officers of the University. He shall keep an accurate record of all receipts and expenditures of the University, with proper respect to separate funds ports, except as Auditor, and all his recommendations to the Board of Regents shall be presented by the President of the Un1vers1ty. Before entering upon the duties of hlS office the Secretary shall execute to the Regents a satisfactory bond, the amount of whlch Is to be determined by the Regents, to insure the faithful performance of his duties. Such bond shall be filed with the Treasurer. Duties of the Treasurer. Section 5. The Treasurer shall receive and hold all the funds, securities, income and revenue of the University. He shall pay out the moneys of the University on checks signed by the Chairman and the Secretary of the Board of Regents. Before entering' upon the duties of his office the Treasurer shall deliver to the Regents a bond, at least twice the amount estimated to be in his custody at any one time, to insure the faithful performance of his duties. Such bond must be approved by the Board and recorded in the Board minutes, then filed with the Secretary of State. Additional bonds or another bond or other sureties may be required at any time and thereupon must be furnished immediately. 4 CHAPTER IV. THE COMMITTEES OF THE BOARD OF REGENTS.
