Show CHAPTER II. THE BOARD OF REGENTS. Authority of the Board. Section 1. The Board of Regents, acting under the laws of the State of Utah, is the governing body of the University, and-exer- cises jurisdiction in all matters pertalning to the University, except those which the sald Board has expressly delegated to other bodies and officers. Regular Meetings. Section 2. Four regular meetings of the Board shall be held annually in Salt Lake City, about the second Monday of March, June, September, and December. a quorum of the Executive Committee. The Committee may be called on such notice as its Chairman thinks proper. Between meetings of the Board the Executive Committee may exercise the full power of the Board as to the ordinary business of the University. The Finance Committee. Section 7. The Finance Committee shall keep fully informed regarding the financial condition of the University. It shall report at each regular meeting the condition of the University funds, lands and finances, includ- ing an audit of the books of the Secretary, made by or under the direction of the committee. It shall make suggestions relating to the investment of all permanent University funds and to that end shall keep in close touch with all proper State Boards. Section 3. Special meetings may be called at‘any time by the Chairman or any three members by giving reasonable notice. No notice need be given to members absent ' The Committee on Faculty Relations. Section 8. The Committee on Faculty Relations shall keep informed of the views of the Faculty, and to that end shall at all times co-operate with a committee appointed by the Faculty or with the Administrative Coun- from the State. cil, to whom the Faculty shall have delegated Special Meetings. Five members of the Board shall constitute a quorum to transact bus1ness. Parliamentary Rules. an CHAPTER V. Section 5. The Budget System. Section 6. The order of business at all meetings shall be as follows: 1. Roll call. 2. Approving of the minutes of the last meeting. 3. Reports of the Committees of the Board. 4. Report of the President of the University. 5. Communications, petitions, unfinished and miscellaneous business. Section 1. Early in each calendar year the President of the University shall call upon all departments and officers of the University for estimates of their needs during the ensuing fiscal year. On the basis of these estimates and all other available information, a budget shall be prepared in which the funds of the University shall be distributed among the University departments and officers. After the approval of the budget by the Board of Regents. each department or office shall be notified before July 1st of the amount 4 8 |
