Show raise sufficient funds from local banks in order to process: with the erection of this building pending the release of‘fifia appropriation of $55,000.00 in January 1916. It was that that if the Governor would make a written order on the State: Auditor directing that this appropriation be released on a certain date in January, 1916, it would thereby make it a surer venture for the local banks to advance the necessary money until the release of the appropriation, than if he merely gave his promise to order the release of this money in January, case, i" 1916, as unforeseen events might, in the latter.: arise between now and the end of the year which might _ preclude the release of this appropriation at the time specified,thereby embarrassing the University and the.banks which advanced the money.
