Dear Sirs: Herewith is file regarding final certi- ficate for P.J.Moran, Contractor, Concerning final set- tlement with P.J.Moran for the erection of the central building I have not O.K.'d certificate and will not do so until the Building Committee acts. I drew a resolution and sent it to the Board of Regents, and if the Building Committee has power to act either that resolution or its equivalent should be passed.
