The figures which have heretofore been presented to his Honorable Court are grossly inadequate due to the failure of the United States, as Trustee, to expeditiously resolve the boundary disputes and make the necessary soil surveys and land classifications. See section entitled, "Refusal to Establish Boundaries On the Indian Reservations, a Corollary to Interior's Policy to Preclude Exercise of Indian 'Present Perfected Rights.'
