Show Grafton Historic District Washington County, UTAH Reviewer's Comments: Some of the acreage included within the boundaries for this district is owned by the Bureau of Land Management. According to our regulations, State Historic Preservation Officers can't nominate property under Federal ownership or control, but the regs do establish a process for concurrent nominations for properties that encompass both Federal and privately-owned lands (§60.10). In this case, I recommend that you first contact the Federal Preservation Officer for the BLM. It used to be John Douglas, but you can find a current list, with contact information, on the Advisory Council website (http://www.achp.gov/feds.html). After talking with the FPO, you will have a better sense of how to proceed. The usual procedure would be to send the nomination form with your SHPO's signature to the FPO for his signature. He can submit it to us or return it to you for final submission. Ifhe chooses for any reason not to submit the nomination, there is an appeals procedure in the regs.
