Show Cooperative Management Agreement Between U.S. Department of the Interior Bureau of Land Management and The Grafton Heritage Partnership Project Washington County, Utah Providing for resource protection, management and maintenance of the Grafton Historic Cemetery Preamble The Grafton Cemetery is located on public lands within the incorporated limits of the Town of Rockville, Utah , and used by increasing number of visitors from Washington County and the region. Previous unsupervised use of the area has resulted in significant degradation of this historic site due to neglect and vandalism as well as conflicts between incompatible uses such as off road vehicle use and camping in the dry wash next to the cemetery. The Bureau of Land Management (BLM) and the Grafton Heritage Partnership (Partnership) recognize the importance of maintaining the site for its historical significance as well as for public use. Through this agreement, the Partnership seeks to improve public service by providing resource protection, management and maintenance of the Grafton Cemetery and surrounding area, and otherwise reduce visitor use conflicts and undesirable behavior through the collaborative enforcement of applicable town ordinances, federal laws and regulations. This agreement would allow the Partnership to manage the property in a manner that is beneficial to the general public and facilitate long-term Partnership planning efforts to preserve the site. Through this agreement, the BLM and the Grafton Heritage Partnership seek to pursue the following goals : 1. Protect, enhance and maintain the historic resource integrity of the Grafton Cemetery; and 2. Interpret the human history in a sensitive manner for the visitor with interpretive signage; and 3. Ensure that the natural features of the area are protected from adverse impacts of recreation use, such as off road vehicle use and camping; and 4. Maintain an effective partnership for addressing mutual concerns pertaining to public lands administered by the Bureau of Land Management for the Grafton Cemetery area; and 5. Utilize the combined resources of the respective parties to cooperatively improve conditions within the area to better serve the public; and 6. Repair the historic wood headstone enclosure with like kind materials in accordance with Section 106 of the National Historic Preservation Act, as amended; and 7. As deemed necessary, expand the existing footprint of the cemetery to include all potential grave sites located outside the fenced area; and 8. Replace/repair the existing wire mesh and metal/wood pole cemetery fence; and 9. Restore native vegetation in denuded areas. |
