City Creek Canyon Watershed Managemen t Options Salt Lake City owns all of the water, most of the land, and exercises lead managemen t responsib ility for City Creek Canyon. In April, 1986, the Salt Lake City Council adopted the City Creek Master Plan directing the long-term managemen t of City Creek.
