The purpose of the po 1icy is to permit the orderly establishment of a reasonable s-,..·stem of fees, "w'hile prohibiting practices which might exc 1ude those unab 1e to pay for participation in schoo 1-supported activities. Fees for textbooks, lab and other course related materials may only be charged in grades nine through twe 1ve. Secondary students moy be required to provide their own student supplies. No fee can be charged for any activity during the regular school day in Kindergarten through grade eight. This inc 1udes fie 1d trips. Student supp 1ies must be provided for e 1ementary students. Students of al 1 grade 1eve 1s may be required to provide materials for their optional projects. Another set of policies was announced for school activities outside of the regular school day. Fees may be charged in connection with any schoo 1 sponsored activity, if participation is vo 1untary and does not affect a student's grade or ability to participate fully in any course during the regular school day. The ob 1igations of the local school boards for es tab 1ishing fees, notification of parents about fee schedules and 'Ylaivers for fees 'w'ere also clearly announced. No fee can be charged in connection 'w'ith any c 1ass or schoo 1-sponsored or supported activity, inc 1uding extra curricular activities, unless the fee has been set and approved by the local board of education. The fee schedules and policies ore to be adopted in a regul or school board meeting, with adequate pub 1ic notice and participation. Copies of fee schedules and policies are to be included in al 1 registration materials to students. No students con be denied their dip l omo5 or 5choo l tran5cript5 for failure to pay schoo 1 fees. Local boards are al so required to provide for "w'aivers or provisions to "ensure that no student is denied the opportunity to participate in a cl ass or school sponsored or supported activity because of inability to poy a fee. The po 1icy al so requires that the process for obtaining v1aivers or pursuing alternatives be administered fairly and quickly to avoid stigma and unreasonable burdens on the students and parents.
