NATIONAL WU.DLIFE FEDERATION ATTACKS CUP DECISION MAKING As unexpectedly difficult repayment contract negotiations dra.g on between the Bureau of Reclamation and the Central Utah Water Conservancy District, the National Wildlife Federation has not minced words in raising questions about the legality of some of the procedures being followed~ In an effort to achieve agreement on the supp 1ementa'l repayment contract and to c~tinue construction of the Bonneville Unit!t the Federation asserts, the Bureau appears to have ignored recommendations to eliminate/re-evaluate plans to dike Utah Lake and to analyze alternative design options for completing the Bonneville UnH, thus usurping the state's legitimate planning prerogatives,. In order to accommodate the Central Utah District's desire to mask the tota'l repayment contract obligation i, the f\~derat ion charges !t it appears that the Bureau has decided to execute three separate contracts--one with the Centra·1 Utah Water Conservancy Dhtr·ict, one with tl1e. Salt Lake County Water Conservancy District~ and one with the Metropolitan Water District of Salt Lake City. Like it or not, there must be a public referendum on whether to increase the public debt to pay for the Bonneville Unit, the Federat·ion argues, whether the public should be fully apprised of all the costs of the project which will have to be repaid. To attempt to avoid an election, or to mislead the public by dividing up costs in such a wa.y that they appear lower than they really are, it warns, would amount to relying on the coer.cive ability of the state to tax its residents, regardless of their wishes.
