Show management in City Creek to . minimal management in Red Butte. Over time, circumstances have dictated varying levels of City involvement in the management of the Canyons. With this Plan, Salt Lake City has embarked on a reconsideration of its existing management status in the Canyons. Salt Lake City could assert a greater presence in the Canyons by retaining more policy direction through ordinance development and enhanced enforcement capability, rather than delegating a substantial portion of Canyon management for watershed-related activities to the City-County Board of Health and County agencies. Increased Salt Lake City management and enforcement would require large budget expenditures by the Water Department. General D: Total Management and Enforcement Salt Lake City shares management policies and enforcement with other entities, including the City-County Board of Health, County Planning, County Development Services, County Sheriff, and the U.S. Forest Service. Salt Lake City standards are not always consistent with County, City-County Board of Health standards, or complete in their regulation of watershed-related activities. Salt Lake City enforcement is limited to checks of cabins and review of development activities in the Canyons. Salt Lake City has authority to exercise a greater active involvement in the Canyons. This option for rnore complete Salt Lake City management and enforcement of watershed-related policies would assure Salt Lake City that its policies guide Canyon management related to watersheds. Salt Lake City would be required to substantially increase Public Utilities, Planning and Zoning, and City Attorney staff to adequately assume the responsibilities under this option. General E: Establish Regional Government to Manage Canyons The Canyons have overlapping jurisdictions responsible for different aspects of Canyon management. Through State (and possibly Congressional) legislation, a regional governmental entity could be created to aisure the comprehensive management of the Canyons by local governments.
