Your interest and active participation in water matters is much appreciated. Your concern about receiving an appropriate reply from the U.S. Forest Service relating to your policy violation charges is, I am sure,, premature. I am certain they will consider and reply to these charges. All Federal agencies involved with water management are now intensively involved in implementing the series of the Presidents directives dated July 12, 1978 relating to his Water Policy Message. These ongoing efforts are or will address many of the concerns and actions you have mentioned in your letter and attachments. For instance, the Council is preparing a manual for applying the Principles and Standards for Planning Water and Related Land Resources. It is also considering possible revisions to these "Principles and Standards." During the Council's deliberations, the cost and benefits concerns you raised will be fully addressed and considered. When the "Manual" and the revised "Principles and Standards" are approved it will be the duty of the Federal agencies and Departments to revise their procedures so that they will be consistent to these documents. The reports that are being prepared in response to the President's directives will be forthcoming shortly. It might be appropriate to wait and see how these documents address the areas of your concern before initiating additional actions.
