I tried to start on this in mid-summer, but Cathy Collard, the Salt Lake City Attorney, who apparently has taken the lead on any Indian opposition, was tied up in a trial on the separation of Church and State. She is the one who says she has uJ^H the d a t a w h l c h w i H "blow up the whole CUP". But what the hold- U/*» r^T ° up is, or when she'll act, I don't know. Apparently there are U> existing statements in the Bureau of Indian Affairs and in Interior p A AVJy^l t s e l f > v/hich indicates that recommendations were made against ^AM^, ^ >"^ the Deferral AgreementrI believe it is Collard's position, that T Mj^ full Ute agreement was not adhered to under these conditions. I <r* T can get some of this data for you or us through Jerry Kinghorn, J^A* • but I think we need to start working on this aspect of the issue. I have a feeling that it is the Indian situation - the Deferral l^fJ . Agreement plus the Ute demand for control of all recreation and ^AJkrf wildlife resources on all former Indian boundaries (entire northeast *^X *) Utah and all National Forest and BLM lands there) which may be tj^jw ' a deterrent to getting instream flows determined and the Uinta Range streams protected. I had planned to meet at Ft. Duchesne with the Tribal Directors - had I been able to stay in Utah. Still would do this if there was a need, as you se^Jlt^ani if I might get out there. (I still have a return flight*on UnitecTAvhich I can exercise.) And I could meet with the Governor at the same time - if you think such a meeting should be Initiated.
