State Street Salt Lake City, Utah 84111 Dear Mr. Plummer: In response to your telephone call of November 29y 1978, proposing that I meet with you in Salt Lake City at some future time to discuss questions and issues raised in a cost questionnaire on the Bonneville Unit, CUP, sent in letter form to Secretary of Interior Andrus (August 25, 1978), I have consulted with members and associates of our Citizens for a Responsible CUP (Central Utah Project). It is the opinion of those involved In the preparation of the cost questionnaire, that the results of a meeting would not be as satisfactory to us as would a written response from the Bureau. Oral communication allows for misinterpretation later on and information thus received may not be substantive enough to convey the information to others. In a follow-up conversation with Debbie Linke,, Conservation Engineer, she stated that some of our questions were confusing and that the forms or methods of Bureau economic calculations did not lend themselves readily to a break down providing information on costs as we had requested. Inasmuch as we spent six weeks last summer formulating the questions in ways allowing the public opportunity to evaluate costs of this federal water development, we do not believe any of the questions are obscure. We will clarify what appears to be so, to you. I have been advised to suggest to you that you do provide us written answers in the best way possible to you at this time. Inasmuch as we have been waiting now since September to be provided answers to the Questionnaire, vie will appreciate having them soon. As Co-Chairman of CRCUP, I do not endorse any meeting now as a substitute means of providing cost information.
