Show 3. in the Draft EIS which might have updated an ongoing procedure. Directives for providing for instream flows concurrent with Project developments; for proposing non-structural solutions to water problems; for conservation measures and salvage obligations such as STATE LINING OF CANALS which would be less costly - none appear to be seriously addressed or considered and which would indicate that the Bureau is making an effort to support its own Administrations1 policies! Is the Bureau of Reclamation development of Uinta and Whiterocks River water the most'efficient use of public funds for water supply? The Uintah Unit Draft EIS does not provide all information needed by the public to determine this. Current economic costs and feasibility figures are not presented in this EIS. They exist in the August 19 7 8 Definite Plan Report, but access to this is denied the public at this time since it is considered a preliminary study. Therefore, I request written information from the Bureau on the following information in order that I may adequately weigh all necessary considerations on the Project. 1. What are the total costs today of the proposed Uintah Unit? Costs should include the following: a. upgrading and/or replacing roads, new road construction b. Uinta Unit and Whiterocks River Unit Project costs c. Costs of recreational developments and recreational replacements, i.e. realigning access routes d. Costs of operation, maintenance and repair and other assignable costs until such responsibilities are assumed by the Central Utah Water Conservancy Districts. e. Federal interest subsidy over pay back period. f. Dam safety insurance. g. Interest on monies expended between date of construction of each feature and start of pay back period. h. Cost of conversion to account for expenditures of money in different years. i. Costs of mitigation j. Costs of all research to date, contracted to universities, other agencies, and independent sources. Please detail these. k. Costs of administration, legal fees, public relations expenditures, EIS preparations, costs of administration . 1. Costs of salinity impact. m. Opportunity costs, i.e. cost of opportunity lost a stream fisherman due to loss of fishing stream. n Costs of revegetatLon of disturbed areas Page c-32. 2. What is the actual cost per acre foot of water to the user from development of the Uintah Unit? The same criteria for determining costs should be used for Question II as for Question I. |
