Show 2, On Tuesday, still - Stephen Carothers, my key riparian ecosystem expert from Northern Arizona Museum, Flagstaff, called to say that he can't be present at the meeting: a Bureau ofReclamation situation on the Colorado River on which he has been working requires attention. I learn that the BurRec was to come to the meeting - univited and unbeknownst to me. Possibly Water Conservancy District personnel, as well! I learn that Commissioner Higginson is to be in Utah - full fanfare in the papers - that he is viewing, by helicopter, C.U.P. development sites, as well as meeting with BuRec and Water Conservancy District staffs. I called Bob Sanchez to find what was going on! He said he had requested BuRec attendance at the meeting. When I said I'd have to discuss this turn of events with the participants he said he would not bring these people, if my group so decided. On Wednesday morning, Sanchez' office called to say he was ill and could not attend the meeting. My group is really quite angry and frustrated. We spent many hours and telephone costs arranging the meeting. And, I was given no lead on a possible meeting with Commissioner Higginson. Subsequent Strategy! Mum's the Word! = Unofficially, biologists from the Forest Service, State Fish and Game and Fish S Wildlife Service will agree upon adequate stream flows which will protect riparian ecosystems as well as stream fisheries. They will then work through the Utah Fisheries Society meeting this week to formulate a resolution for stream flows - based on the need determined. However, this Fisheries Society, like the Utah Wildlife Society is of divided opinion: whether they want to be advocates of the resource or just present scientific papers and research! (One day, they will have no choice.!') I have arranged with a newspaper columnist here for coverage of the stream flow issues - whatever the outcome of the meeting. (This is almost a first in Utah.) We are now preparing a White Paper - which will include one or two page statements of issues in the existing and proposed C.U.P. developments. Participants of the cancelled meeting and other experts will be asked to submit statements. This White Paper will be made available for County Attorney Jerry Kinghbrn (and others) when the Upalco and Uinta Units of the C.U.P. are before Congress for funding in mid-June. Copies can be utilized, also, wherever needed. This is a two-pronged approach, at levels of opposition. Dorothy Harvey |
