Show - Mr. Vern Harare Director, Region IV U.S.Forest Service Federal Office Eldg. 324 25th Street Ogden, Utah 84401 Dear Mr. Harare: 2 5 61 Valley View Ave. Salt Lake City, Utah 84117 February 25, 19 7 8 It has come to my attention that the Forest Service is preparing information on its recommended stream flows on Wasatch and Ashley National Forests, either for purposes of the Ute Indian Tribe or for discussion with the State of Utah. I would appreciate knowing what these recommended flows are, for which streams, per stream, and what all is included in making the recommendations from the point of view of management of the Forests. I have been interested in management of wildlife on National Forests for some five years now and have been looking into tiie rights of the Forest Service to water on their lands for management purposes as well as instream flow requirements. I am aware that riparian ecosystems are considered by many scientists today to be the most important in the west and the most limited, also. With these interests in mind, as well as my interest in the growing appreciation of the Uintas for recreation enjoyment and wilderness qualities, I have approached Secretary Andrus on my concerns about impacts on wildlife resources from the C.U.P. development. In order to prepare for Bureau of Reclamation hearings in Vernal, Utah, October 11, 19 77, I researched impacts on wildlife (terrestrial and aquatic) from Rock Creek to White- Rocks River. I prepared questions as public input for the Bureau in their preparation of a Comprehensive EIS on the Colorado River Basin. In response to a follow-up report to Secretary Andrus, he instructed Commissioner Higginson to have Utah BuRec staff meet with me to answer my questions. This meeting took place Feb. 9, 19 7 8 and I am in the process of following up this meeting. Inasmuch as I am forwarding copies of my report to Secretary Andrus on the February 9 meeting, to Utahfs Congressional .delegation and to Governor Matheson, I am also sending you a copy. I was informed last week,by Dr. Harold Lamb, that Governor Matheson has formed a Sub-Committee on the C.U.P. and Dr. Lamb is asking concerned citizens and groups for their recommendations for areas of compromise on the existing C.U.P. planned developments. I have not had opportunity to pursue this with other individuals sharing my concerns, yet. However, I am interested in obtaining from the Forest Service, the following information which I did not cover in conversations several weeks ago with Mr. Tew, of your regional staff. |
