Dear Mr. Andrus: I have spent six weeks preparing for a May" 11, 1978 meeting between Bob Sanchez, Missouri River Basin Representative, Office of the Secretary, and resource professionals in Utah and in Arizona to present and discuss their concerns about developments of the Central Utah Project. Participants of the anticipated meeting represented the Forest Service, Region IV: U.S.Fish & Wildlife Service, Salt Lake City; staff members of Utah and Arizona universities; the National Audubon Society and the Sierra Club; attorneys and citizens. The group size was to be small, at the request of Mr. Sanchez.- The ground rules I prepared provided for independent presentation of concerns, method of presentation, and objectives. No effort was made to bring about agreed-upon objectives for the group as a whole in advance of the meeting. This meeting was requested for purposes of insuring that objective resource, institutional and economic information on the C.U.P. is fairly and adequately presented to the Secretary of Interior. This meeting was cancelled on the morning of May 10 due to the illness of Mr. Sanchez. During the same week of the meeting in Salt Lake City, Bureau of Reclamation Commissioner Higginson met with Bureau of Reclamation and Central Utah Project Water Conservancy District personnel in Utah. While it appears to be the impression of Mr. Higginson that the C.U.F. development in Utah is unanimously favored in Utah, he is not finding broader opportunities to learn the thinking, positions and concerns of informed citizens associated with universities, agencies and groups in the State. Opportunities to evaluate impacts and trade-offs have never been fairly provided. A number of the participants of the proposed May 11 meeting with Mr. Sanchez are upset at their inability to be able, at this particular time, to meet with and to present their concerns for natural resources and water development issues in Utah to a responsible representative of the Secretary of Interior. The office of Mr. Sanchez has expressed a willingness to set up another meeting in the future. We look forward to a future opportunity to present our continuing concerns about the C.U.P. development in Utah to the Secretary of Interior.
