Show 2. Service Manual, #8, and #9, of July 11, 1978, which also deal with implementing the Executive Orders, the Administration Water Policy and the Presidential Directives. The whole purpose of these laws, policies and directives is one of protecting instream flows, aquatic environments, the flora and fauna associated with stream ecosystems, wetlands and floodplains. The values of these are spelled out, per se, and as recreational, scientific, and aesthetic resources of national interest. The Federal Agencies are specifically charged to take major responsibilities to exercise leadership in working with States in developing non-structural alternatives for water supply, to initiate conservation measures and legislation in States to provide instream flows. EPA has interpreted Amendments to the Water Pollution Act as applying to quantity of water as well as to quality.(Section 101 (g) Clean Water Act). It is the intent of this Act, not only to protect the quality of the nation's rivers but their aquatic productivity. Senator Wallop, of Wyoming, has interpreted the intent of Congress in the issuance of Corps of Engineers 404 Permits to be one of providing for fisheries downstream of dams. Directives from the President to Agency Secretaries specifically spell out the plan for cooperative efforts between Federal Agencies and with States, to make conservation of water the cornerstone of Federal water action, to evaluate projects for being up-to-date and for complying with most recent statutes and policies on environmental issues. The Secretary of Agriculture has been assigned the lead responsibility to organize and coordinate water conservation as an element of agricultural assistance programs in water-short areas. Secretaries of both Interior and of Agriculture have been directed to quantify water needs on Federal lands, for Indian and non-Indian purposes. Agencies are to see that funds for mitigation of wildlife losses are available and applied during project constructions. In addition, methods of carrying out these policies, directives and laws are set up through the Office of Management and Budget, through the Water Resources Council, via the Principles and Standards for Planning Water and Related Land Resources, (P&S) 38 Fed. Reg. 24778, September 10, 1973, and as supplemented>f and with Council on Environmental Quality. Furthermore, funding for States to assist im developing efficient water management has been established. It is my duty to inform you, Mr. Rowan, as well as Mr. Hamre, Regional Supervisor, as well as Mr. .McGuire, Forest Supervisor, as well as Mr. Bergland,'Secretary of Agriculture, that you are in violation of the law. The Interim Directives to the Forest Service Manual, July 11, 1978, #«s 8 and 9, specifically set forth the responsibilities to each of you for seeing that the Executive Orders, the Water Policy, and Presidential Directives are implemented.
