Show 2. It is my belief that this delaying "strategy" in providing us answers, is to the advantage of the Bureau. Not having cost information, we were not able to challenge Utah's Gunn McKay, second in line in the Appropriations Sub-Committee, Interior Committe, who funnels millions of dollars to the Bureau activities in Utah. I believe the Bureau also would delay answering until after budget procedures are carried through. Additionally, since members of CRCUP met with Governor Matheson*in November, requesting help in providing instream flows for the streams, and since the Bureau is now renogiating water contracts with the Water Conservancy District, we feel that both the Governor and the Bureau may obtain additional flows above the allotted 6,500 a f of water annually**, and then tell us, "Look, we got you additional water, now be satisfied!" Unhappily, some of our coalition members of Trout Unlimited and the Federation of Fly Fishermen, while lamenting the loss of trout streams for fly fishing, otherwise support the philosophy and policy of the State of Utah for total development of State and Federal resources of all kinds for the benefit of Utah. These people likely will settle for what they are told they will get. As a consequence of silencing the newspaper media in northern Utah from discussing environmental and cost issues of the CUP, by the water developers, citizens in Utah do not know the costs of this project. In addition, they have been so effectively informed, through P.R. efforts of the developers, that they believe Utah cannot survive without the CUP and do not know inequitable Charges, who bears them, or alt ernatives to CUP. I am enclosing relevant material and appeal to you to do everything possible to see that the Bureau addresses our questionnaire and provides us written answers. We are attempting to utilize all legal means to protect resources. Recently a stream classification of Utah streams was completed and a regulation released regarding non-degradation of National Forest streams. I have just written to obtain this information. 208 Water Quality Studies for Uintah Basin have been completed, and they ignore impacts impending from the CUP development on the Uinta Range south slopes. You might also read my comments on the Forest Service South Slopes Land Planning in which I charged both the Forest Service and Secretary Bergland with violating the law in not addressing the Administration Water Policy, Administrative Directions to implement it,and Executive Orders to protect Wetlands and Floodplains. * Governor Matheson, a fisheries biologist of the State Division of Wildlife Resources and Department of Natural Resources Director Gordon Harmston - a total developer. **U.S.Fish and Wildlife Service demand is at least 48,000 a f of water annually. The Service doesn't believe the Bureau can get even 30,000 a f. |
