Show Regulate mammals and non-migratory birds by hunting and grazing. Retain management options to reintroduce expatriated wildlife, such as grizzly, wolf and buffalo, to the CMR. Recognize problem areas where even non-migratory species impact on and are impacted by large areas outside the CMR. Emphasize producing a harvestable surplus of game. There should be careful and constant evaluation of threatened and endangered species, including the black-footed ferret. Eliminate livestock destruction and vegetation harvest destruction, as stated in comments under "General Goals", by removing livestock from the CMR, ANIMAL DAMAGE CONTROL GOALS AND OBJECTIVES Use what is available with modern technology, including 1080 to stabilize wildlife populations and not allow extreme fluctuations in their numbers. Adopt national goals for animal damage control to the CMR. Strictly manage prairie dogs and coyotes, to permit only negligible loss of forage, wildlife and domestic livestock. On refuge economic damage by wildlife must not necessitate control, except where there is biological damage due to ecological imbalance. Off-refuge economic damage by wildlife must be closely examined on a case-by-case basis. Prevent damage to wildife and the resource both in and out of the CMR, Pesticide use should be based on biological considerations and not on political or economic motivations alone. Engage in animal control upon proof-of-need, rather than assumption-of-benefits. Such needs are defined as causing economic damage, affecting other wildlife adversely, or endangering human health or safety. Planting of large predators transported from other areas, such as grizzly bear, wolves, and mountain lions would be desirable to control animal damage. Reimburse private owners for damage caused by predators (coyotes) and by deer and elk on haystacks and grain fields. Predator control to "improve wildlife" must be abandoned in practice and concept. The use of chemical toxicants for rodent, predator, and plant control should be discontinued. The use of pesticides and traps is always questionable, as they are non-specific -8- |
