Seek Coalition support from Groups, Individuals, Sportsmen Groups and Outfitters, and possibly a Scientific Association. 3. Make an immediate priority the preparation of an Issues Paper to distribute to Senators who are now considering the Public Works Appropriations and Water Storage Projects. This is critical. Even though Pork-as-Usual-Trade-offs are all-powerful, we need to supply ammunition to conscientious Senators, to the Administration and to Environmental Groups working on these projects. (Since my home state is Wisconsin, and I found considerable interest in the CUP from Wisconsin Congressmen, I plan to work hard on Senator Proxnire on the economics of the CUP in particular. For the Issues PaPer, I have received to date: 2 statements on fisheries resources and values; one dealing with trout streams, the other with Rare and Endangered species and their habitat (Utah State U.) Richard Valdez; Karl Seethaler 1 statement dealing with the need for and value of woodlands and associated rinarian habitat for birdlife Keith Dixon (Utah State U.) 1 letter from County Attorney Paul Van Dam to Secretary Andrus listing key critical CUP issues 1 6 0-page Economic Analysis of the CUP by Professor Thomas Power, University of Montana. Professor Power has made such analyses of a number of water storage projects (under contract from the Audubon Society, I believe) trout Detailed miles ofA stream losses from the existing and proposed CUP developments - some 319 miles (Member, Stoneflv Society of the Wasatch- Fred Reihmer Information on the biota of Utah Lake (BYU) Jim Barnes Information on the flora on Ashley Forest and Whiterocks Can, I have information to put together on mitigation needs and costs. In the Carter ADministration Water Policy, mitigation is given high emphasis and, if the Bureau of Reclamation includes mitigation costs in its Cost/Benefit ratio#, the ratio is not feasible. WE plan to include information on Seismic Activity and geologic stability of proposed dam locations; alternative water sources and information as to why these are not made available; institutional and legal complications preventing efficient water use plans in Utah; flora and fauna to be found on the Uintas and associated with Utah Lake. Other information reouired can be suggested by you. |
