Show 3. siderations are a fundamental concern in both wetlands and in floodplain management; the interrelationship of water and land must be considered in the context of total community, regional and national planning and management. Each of you is responsible for various procedures in evaluating land management options, in seeing that plans are modified to reduce impacts, to propose alternate sitings for water developments and/or alternatives to these, In other words, you are to insure the public interest in economic efficiency, environmental quality, and ecological effects of water-related uses and developments.. In Utah, one of the most unique National Forest mountain range areas in the nation is being presented to the public for management of its public resources: its wilderness, its timber, its watershed, its lakes and rivers, wetlands and potholes, its countless wet and dry meadows, its outstanding recreation and wildlife. Yet one of the most significant features, the wild and irreplaceable trout streams are being sacrificed, unnecessarily, to water development purposes for Utah exclusively. The Salt Lake County Attorney, Paul Van Dam has released reports indicating that with efficient water management of surface and ground waters in the Bonneville Basin, with the establishment of water conservation measures, and dual system supply and recycling methods, that CUP developed water will not be required until the year 2,000, if at: all. These reports are based on 208 Water Quality Studies and on Utah State University Water Laboratory Research. When 208 Water Quality Studies are completed and planning set forth for Utah County (Mountainlands) and for the Uintah Basin, x^ithout question - similar conclusions will be found. Water is wasted or kept under wraps in Utah, ground water sources undeveloped, water stored unused for purposes of creating a demand for federally developed CUP water. The whole basis for CUP developments is the utilization of new, high quality trout stream water in unlimited amounts in response to unlimited demands in the growth and development of the State of Utah.and, for purposes of keeping Utah's entitlement to Colorado River within the State. While alternatives to the depletion and destruction of Uinta Range streams and their ecosystems exist, these streams are being sacrificed to outmoded water development concepts, to economic inefficiency, and failure of responsible Federal Agencies to utilize the legal and administrative powers and responsibilities, available to them and to cooperate on an interagency basis on behalf of the public resources. The Executive Orders, Administration Water Policy and Administration Directives to the Federal Agencies are to undergird the protection of public stream resources where these are being sacrificed to the use of these waters in irrigating endless amounts of Utah soils, good and poor, indiscriminately, and through unlined, open canals, and for purposes of industry - neither of which require new, high quality water. 40 percent of CUP developed water will be utilized to water Salt Lake City and County lawnsS Since the 1950's, there has been a concerted effort on the part of fisheries and wildlife biologists in |
