State St. Salt Lake City, Utah 84111 Dear Mr. Plummer: I am responding to your December 5 phone call, a follow-up to one on November 29, in which you explained more fully your purpose in proposing a meeting with you and Citizens for a Responsible CUP (Central Utah Project). This meeting would be in lieu of providing detailed written answers to our Bonneville Unit (CUP) cost questionnaire which we sent Secretary Andrus in early September. It still has not been answered. Since you apparently had not yet received my November 30 letter stating that CRCUP wanted a written response, not a meeting, I have presented your suggestions for discussion at a meeting to CRCUP Advisory Board which met in Salt Lake City, December 4, for their decision. I explained to them that you would discuss Bureau of Reclamation procedures in arriving at cost calculations rather than specific cost information (although this would be made available). You had assured me earlier that you were not trying to evade providing written answers but that this would be a very time consuming procedure; that answers for some CRCUP questions had never been generated; that your providing written answers might take three to four months, still; that you were unwilling to do a special analysis different than Bureau procedures and/or that a special dispensation might be required from Commissioner Higginson for this purpose; and/or you might have to charge CRCUP for time spent by an Economist for a special analysis in order to answer our questionnaire. Debbie Linke, Conservation Engineer, had already stated by phone (Nov. 29) that Bureau of Reclamation methods of calculating costs did not lend themselves to breakdowns which could provide us cost information as requested. The CRCUP Advisory Board informed me after their meeting that they request answers to our cost questionnaire in written form. They believe our questions have been based on sound economic principles, that they are relevant and justifiable as asked, and they wish to have them answered, as asked.
