Show . 3909nq. that the academic independence of the University ts not llmlted by the legislature, the church or by any other influence or agency and that the Regents will make every reasonable effort to safeguard this independence. Thirda that every reasonable effort will be made to advance an maintain commensurate professorial salaries. Fourth, that the president will be the sole agent of communication between theRegents and the University and the HniverSity and the Regents; that all appointments, all terminations of service, all changes in rank or salary, will be made only on the approval and recommendation of the preSident; and that all budgetary proposals for submission to the legislature shall receive his approval and recommendation before presentation to the Regents and before pre- sentation to the legislature; and no expenditures will be made from University funds without the official approval of the president. Fifth, that the Regents will carefully investigate the personnel of the faculty and the administrative staff and make all necessary retirements and dismissals before the new president assumes the duties of his office. Sixth, that the annual salary for the position of president will be at least $12,000.--, with adequate and I, separate protective appropriations or funds to cover official-expenses involving travel, entertainment, the house of the president, and automobile service. Regent Wattis stated that at the meeting at which he presented the report of the committee on the Bradford patent, I he had not then heard from Regent Anderson, but later Regent Anderson had signed the report and he (Mr. Wattis) had submitted the papers to the Attorney General, who is now preparing the necessary papers in the matter. Dr. Widtsoe reported that he had called upon the Director of Finance and Purchase and had laid before him the so proposed budget and that the Director had reported that, the far as he could see, the budget was easily within financial limits of the University.
