Dear President Widtsoe: I am submitting herewith a suggestive program for our nightwatchmen which goes into effect Sept. 1, 1920, placing both men on equal salary and hours of work. I am placing the salary at p95.00'per month in order to keep within the appropriation of the present fiscal year. Should any increase be granted other employees at the University, I take it that the watchmen would come in for their share in addition to this proposed salary. "Beginning at 4:50 p. m. the first watch period would finish at 12 o'clock midnight. From 12 o'clock midnight until 7:50 a. m. would constitute the second watch period, each watchman to make three complete tours of all buildings and record his clock at 55 stations during each tour.
