President Widtsoe recommended the recognition of the following student organizations: Girls' Business Club, The Sword and Scales Club. Moved by Regent Van Cott that the above named organizations be recognized. Passed. The following communications from the Attorney Gener al was presented. February 2, 1921. Hon. John A. Widtsoe, University of Utah, City. My dear Mr. Widtsoe: . I have your letter of January 27th in which you call my attention to that part of the Governor's Special Investigation of the Accounts and Records of the State Board of Land Commissioners from statehood to September 50th,-1920, reading as follows: "The total amount collected on sales of University lands by the University Board of Regents was $77,727.77. When these funds were turned over to the Land Board at Statehood, there was an error made in transferring them to the State Treasurer. The total amount represented principal to the amount of $58,898.25, and interest $18,829.52; but when transferred to the State Treasurer the total amount was placed to principal fund. This error has never been corrected, and at the present time the University fund principal owes to the University fund interest the sum of $18,829.52, which should be transferred by . legislative action". You ask me whether or not, in my opinion, legislative action is necessary to correct the error. The records of the State Board of Land Commissioners and the records of the State Auditor do not disclose, it seems, that any part of the $77,727.77 was interest. The special auditors, on page five of the report above referred to, intimate that they audited the accounts of the University to determine the amount of principal and interest. Ordinarily, the heads of the various state institutions ould have authority to correct, I believe, patent errors on their records made through clerical inadvertence. But the error |
