And Whereas the Government has to date fully performed all the provisions and conditions of its agreement, but the University, owdng to lack of necessary funds, has been unable to furnish the required housing facili- ties, and because of the University's failure to fulfill its agreement, the Cavernment is threatening to take th the entire unit away from the University, - And Whereas, the State Board of Land Examiners has offered to make a loan to the University of the sum of $30,000, which moneys, if borrowed, are to be used in the erection of gun sheds and stables for the housing of the horses and material belonging to said artillery unit, AND WHEREAS there is no other available source from which said moneys can be obtained, AND WHEREAS the members of the Board of Regents believe that neither the University nor the people of the State of Utah can afford to default in any agreement entered into with the Government of the United States, and further believe that there is a binding moral obligation upon the University of Utah to retain the R. 0. T. C. Artillery Unit, and do everything that it can do to make performance of its agreement with the Government possible; NOW, THEREFORE, BE IT RESOLVED by the Board of Regents of the University of Utah that the offer of the State Board of Land Commissioners to loan to the University of Utah the sum of $50,000, to be used in erecting gun sheds and stables for the R. 0. T. C. Artillery Unit, be accepted and that the proper officers of the University be instructed to execute all papers necessary to effectuate said loan. The matters relating to the getting out of Specifi- pecificains and us for uT.C.- cations and plans for the buildings and the erection of .1dings. same were discussed. Mbved by Regent Bennion that the matters be referred to the Building Committee with power to act. ,Passed. It was understood by all members present that the Grounds Committee would be associated with the Buildings Committee in choosing sites fer the buildings.
