SPECIAL MEETING OF THE BOARD OF REGENTS _Held at the Deseret National Bank, September 25L7192O. 11 A.M Present: Chairman Riter, Regents Bennion, Alexander, Stewart, Harkness, and President Widtsoe. President Widtsoe presented the following communication from Dr. Leon Watters: "Salt Lake City, Utah, Sept. 16,1920. "President and Board of Regents, University of Utah, Salt Lake City, Utah. My dear President Widtsoe: At the time when I was a student at the University, I recall vividly several instances where deserving students were compelled to interrupt their studies because of lack of funds. Often a modest sum of money would have sufficed to permit of their remaining to complete their respective courses. I have long had in mind to make an effort to ameliorate this condition by making a modest contribution to the University, no less because of this need than from my own gratitude to my Alma Mater. To this end and in accord with our conversation of this morning, if agreeable to your honorable Board, I shall deem it a privilege to donate the sum of One Thousand Dollars to the University, payable upon notice of your agreement thereto. I beg leave to offer the following suggestions, which I understand are in accordance with your own views: 1. The fund shall be known as the Ichel Watter§__ Loan Fund established by meiin memory of my father. 2. A The fund shall be.administered by the University in accordance with such regulations as they may deem fit and proper except as hereinafter specified. 5. Loans shall be made in moderate amounts to deserving students, but no loan shall exceed Two Hundred Dollars to any one student. 4. Since proficiency in scholarship is not always an index of a student's worth, the lack thereof shall not prejudice a candidate for a loan. 5.
