Lockhart University of Utah College of Law Salt Lake City, UT 84112 Re: Central Utah Project Dear Bill: I have studied in detail your letters to Secretary Morton on behalf of members of the Ute Tribe concerning the above project. I am most impressed. I enjoyed talking with you the other day and reiterate here our desire to provide you and your clients complete access to our files and information* In response to your inquiry regarding possible, or even expected future deferrals of Indian water, permit me to repeat my understanding as outlined over the phone. It is my opinion that a principle factor promoting additional deferrals is purely and simply political. The political powers in control are more apt to support ultimate phase units of the Central Utah Project (Uintah and Ute Indian) having as their principle, or at least priority, purpose the repayment of Indian water, if significant water is also added to Bonneville Basin users. I am attempting to check this opinion out both in terms of its support in the known documentary materials and its support in planning and other ongoing activities. I will let you know the results. I hope that Secretary Morton gives you a satisfactory response to your correspondence.
