Management Prora: .Commissioner of Reclamation Commissioner of Indian Affairs Subject: Proposed agreement among the Ute Indian Tribe of the Uintah and Ouray Reservation, the Central Utah Water Conservancy District, the Bureau of Indian Affairs, and the Bureau of Eeciama/bion on deferment of development of Indian lands for irrigation, and other matters Enclosed for your consideration and approval is a proposed agreement among the Ute Indian Tribe, the Central Utah Water Conservancy District prepayment contractor for Bonneville Unit, Central. Utah Project), and the United States acting through the Bureau of Indian Affairs and the Bureau of Reclamation. Among other things, the agreement provides for deferment of certain Indian water rights so that construction may proceed on the Bonneville Unit of the Central Utah Project without objection from the Ute Tribe or the Bureau of Indian Affairs. Negotiations on the form of the agreement began soon after completion of the Duchesne River Land and Water Resource Review in- April 1962 by the .Duchesne River Area Study Commission. The Bureau of Indian Affairs, the Ute Tribe, the Utah Water and Power Board,, the Upper Colorado'River Commission, non-Indian water users, and the Bureau of- Reclamation T^ere represented on this commitzee. After extensive review of the available water resources, the committee recommended that the Ute Indians agree to limit land development in the Duchesne area of the Bonneville Unit. This recommendation was based on the conclusion that successful operation of the Bonneville Unit initially will depend upon an agreement by the Indians to limit the irrigation of Indian lands to about 20,700 acres. It was recognised that there are approximately 15,500 acres of additional arable Indian land within the Duchesne area that could be irrigated from the facilities of the authorized Bonneville Unit, The committee assumed that irrigation of these lands would be deferred until development of the ultimate phase of the Central Utah Project.
