I enclose pertinent materials on the Central Utah Project prepared by Dave Raskin and myself. I also enclose proposed findings of fact and memorandum in support thereof filed in a recent case in Idaho. The findings of fact and conclusions of law and the relevant citations given are a summary of sorts of NEPA action. I will be in touch with you next week upon my return from Santa Fe. In the meantime, Dave Raskin can no doubt answer many questions you may have. My understanding of the agreement you and I have reached is that I shall be chief counsel. I shall soon have for you more definite financial ranges along the line of what we talked about over the phone. Be assured, however, that we will pay all expenses and fees which, although not scaled to going bar standards, will at least be beyond token amounts. As we discussed over the phone, a final decision to litigate has not yet been reached but it certainly appears probable. However, events are moving swiftly and this decision will be made quite soon.
