WASHINGTON, D.C. 20037 July 24, 1973 Dear Mr. President: The Water Resources Council is recommending for your approval new Principles and Standards for planning water and related land resources. The Council published "Proposed Principles and Standards for Planning Water and Related Land Resources" in the Federal Register on December 21, 1971, (36 F . R. 24144) after extensive study, review, field testing, and public hearings. After careful consideration of the public response to its proposal, the Council makes the following major recommendations. Planning objectives. - - There would be two objectives, national economic development and environmental quality with separate accounts for each objective, and a third account for displaying beneficial and adverse effects on regional development, and a fourth account for displaying beneficial and adverse effects on social well-being. Discount rate. - - The rate would be consistent with the cost of Government borrowing concept which is based on the assumption that, the Government's investment decisions are related to the cost of money to the Government. The rate would be established at 6-7/8% and would change up or down, as appropriate, not more than or less than 1/2 of 1% per year. Retroactive application, "Grandfather Clause. " - The Principles and Standards would be applied to all authorized but unfunded projects, on a selective basis to be determined by the head of the MEMBERS: SECRETARIES OF INTERIOR; AGRICULTURE; ARMY; HEALTH.
